Allievo di suo padre P. van Borselen e Andreas Schelfhout, dipinse per lo più paesaggi, traendo ispirazione dalle aree dotate di acqua intorno all'Aia come Gouda, Zoetermeer e Stompwijk. I contemporanei apprezzavano i suoi paesaggi per essere tipicamente olandesi o olandesi del sud, infatti. In particolare, il modo in cui ha catturato l'acqua, le canne e gli alberi ad alto fusto sferzati da raffiche di vento ha suscitato molta ammirazione. È stato insegnante di Th.EA. de Bock
