Cees Muller was born in Zuid-Beijerland during World War II in 1941. He had multiple talents, he could paint, watercolor, draw and was a pastelist. He attended the Academy of Fine Art in Rotterdam. After Muller finished studying he started as restorator of old paintings.
His work from the sixties and seventies is influenced by surrealism and by the Dutch magical realism of Carel Willink. Nowadays Muller is one of the best city view painters from the Netherlands. In his paintings he shows all the beautiful spots of Groningen. His style looks a bit like pointillism.
