Isaac Ouwater (1748, Amsterdam – 1793, Amsterdam), was an 18th-century Dutch painter. He worked in Amsterdam, Haarlem, and Utrecht, and is well-known for his landscapes and architectural scenes. Ouwater worked in the tradition of the 17th century painters Jan van der Heyden and Gerrit Berckheyde. Several musea, like the Rijksmuseum in Amsterdam, Gemeentemuseum Arnhem and the Westfries Museum in Hoorn have paintings of Ouwater in their collection.
