Vasily Fedorovich Popov was born in 1922 in the village Yeltsovka, Altai region (Russia). He graduated from Irkutsk Art Academy and participated in many exhibitions since 1948 and was a chairman of the Tomsk Union of Artists. Lived and worked in Tomsk, was specialized in urban Sibirian landscapes.
