Ouwater worked in the tradition of the 17th century painters Jan van der Heyden and Gerrit Berckheyde. Several musea, like the Rijksmuseum in Amsterdam, Gemeentemuseum Arnhem and the Westfries Museum in Hoorn have paintings of Ouwater in their collection.
Isaac died in Amsterdam in 1793.
