Era figlio di Hermanus Koekkoek e fu allievo di Marinus Adrianus Koekkoek. H.B. Koekkoek ha vissuto e lavorato ad Amsterdam, Hilversum, Bruxelles e Londra. Era famoso per i suoi paesaggi e le sue foreste. Ha esposto ad Amsterdam, Rotterdam, Arnhem e Harlem. Il suo lavoro è incluso in varie collezioni pubbliche, tra cui il museo Paul Tetar van Elven a Delft.
